'Candy game'
The prosecutor, prosecuting, outlined the criminal behavior to the legal proceedings.
She stated his those affected were under-privileged children who were attending a youth camp which he ran.
Ruben played a "sweet game" with the children, Mrs Prior said, in which he would go into the sleeping quarters when they were getting ready for bed and tell them to ingest treats "as fast as possible".
She informed the proceedings the defendant had played this game with the boys "over an extended period", and youngsters had previously fallen ill the following morning.
She explained the defendant had been able to explain this for many years as the minors being "overwrought by enjoyment", until his family member had suspicions in recently.
Mrs Prior KC stated further: "Recently" his stepchild had worries about what was going on, for good reason.
"They decided to have a look in the man's possessions."
The prosecutor stated objects including baby oil, ointment and injection devices were located, and his stepson notified the law enforcement about his concerns.
She said the defendant continued to conduct the "treat game" with six youngsters that evening - that Saturday - and they were everyone unwell the subsequent day.
"The police had not gone out by that point," she stated further.
The oversight body, the investigative body, had stated that it was reviewing law enforcement's management of the incident.
The legal representative explained the children were unable to walk properly due to being ill, so Ruben's stepson contacted the law enforcement again.
She said the defendant then played the "treat game" in a room of five children.
